Do you think the salary for the position you’re running for is appropriate? Do you think it ought to be automatically increased, or would you favor a different pay system? If so, what?

There is a bible verse Romans 4:4 “Now to one who works, wages are not credited as a gift but as an obligation”. Yet today we have under paid qualified people for Government Jobs and have lost them to big business. Many of our politicians are in office only for personnel gain after they leave office and their assets are hidden. We have over half of our politicians worth millions of dollars and are unwilling to put in a full day’s work. A fortune five hundred CEO makes many times more and these individuals are more qualified. If we want quality we have to pay accordingly. Many underpaid politicians have conducted themselves poorly in order to meet the demands of their position.

Please assess the performance of your government’s chief executive.

The voters of Florida have to assess the performance of the government’s chief executive. I write article’s which I hope educates the voters.

Why are you running for office?

I believe in God and I am a Citizen for a Better America, I served my country as a soldier, owner of a business and pastor. I have a doctoral degree in education and I have written articles about immigration and bringing jobs back to Florida. These articles have been sent to every Governor and many are following what I have written. I believe I can make a difference. I am a leader not a follower. A leader knows the mission and how to accomplish the job. America has to vote for leaders who have their best interest in mind. I believe because of my past I can return jobs to Florida and improve the middle class and provide jobs for the poor and unemployed. I have written articles on Common Core and understand the problems of learning. Charles Frederick Tolbert Ed.D. Abstract Any system which incorporates students testing and teachers’ evaluation misses the mark. Students learning are based on self-motivation which starts at home not at the school. Teachers can only teach a motivated student who wants to learn. While the writer was writing his dissertation on why do graduate students graduate it was determine that the soul factor was self-motivation. This can only be taught through parental involvement. The first problem is that because homes are no longer defined as a mother, father and children, but due to the increase of single parent families, children are not being given a reason to learn. Since the writer comes from a dysfunctional family where a sister committed suicide, father was never home and a mother who had to raise 4 children, he is aware of the problems that face this generation.
Common Core is a wonderful name, but its definition and implementation misses the mark. If you set a standard based on average grades, the top learners will be under educated, the below average will not be taught and will drop out of school. The cost of education must be reduced by initiating a hybrid school system, e-books and adaptation of parent, student and teachers, then more student will be motivated to learn. The investors should fund computers for every student, and printers for those who need to print their books for their particular learning style.) I have faced all the problems and have overcome them because of my belief. I have been given an assignment and I am prepared for the job. Although Florida’s Governor does not have the same power as Governors of other States, the Governor can influence the voters to vote for Senators who support education, heath, immigration and creation of jobs.
What is your plan to address the tens of billions of dollars in risk the state has taken on with regard to Citizens insurance? What will happen if the Big One hits and Florida homeowners are on the hook?

We have allowed insurance companies to decide what they want to insure; these insurance companies are making profits at the expense of the people of Florida. The Governor of Florida can only suggest and veto, our Senator’s should be aware of the needs of the community and support the Governor. Because of personal gain insurance companies are selecting what they wish to insure, reducing their risk and maximizing their profits. This is not in the best interest of the people of Florida.

Please explain your position on energy. Do you support drilling off the coast of Florida and elsewhere?

I do not support drilling off the coast of Florida and believe there are alternate energy sources available which would provide jobs and keep the cost of energy down. (Florida could become an important producer of biofuels Florida Power & Light (FPL), a subsidiary of NextEra Energy Resources, Inc., launched 3 solar power plants in 2009 and 2010, making Florida the second largest supplier of utility-scale solar power in the country Florida, is the first hybrid solar plant in the world. It’s connected to a conventional power plant and directly offsets the burning of fossil fuels…Florida is making significant investments in the research and development of biofuels, especially in the emerging science of making clean fuels from algae . Solar Energy Center found that Florida has 85 percent of the maximum solar energy potential of any place in the country, at 7.2 kilowatt-hours per day …As turbine technology advances, small-scale wind installations might make sense for homeowners or small businesses in windy areas, and future developments might also make offshore wind farms more feasible…..Florida livestock emit 19,000 tons of methane that could be captured to generate clean electricity [) There is more research needed and a committee should be formed which can present a more feasible solution.

Please explain your level of commitment to Florida’s open-records and sunshine laws? Do you think they are worthwhile?

It appears that the individual citizen in Florida has more information available to the state than what is available to the citizens of Florida. The only records which should not be made public are the protection and defense of our country. All meetings by the State should be opened and televised.

Do you believe that all employees should be given raises based on job performance, or do you think that salary/wage increases should be given just because an employee has been on the job for another year?

Individual raises should be given based on job performance as are all raises in the private sector.

Will you work to change Florida law to create open primaries? ( reader submitted 2010)

Since we do not have a strong third party in America, closed primaries are not in the best interest for the state of Florida, since I am No Party Affiliated I have found that the media does not give the same coverage to NPA as the two major parties. An open primary would allow the people of Florida to vote for whom they wish to run Florida.

Where do you stand on issues like abortion, gay rights, sanctity of marriage, and home schooling? (User submitted)

The right of an individual should not be circumvented by the state. The right of the church under the first amendment is usually misquoted. The Government has no right to interfere with or form its own church, the people or individual “the church” has the right to oversee the Government. If we eliminate the IRS HR 25, fair tax law, many of the questions and problems would be solved. When the religious organizations take responsibility for the people of the community and the Government reduces the legal requirements for food, clothes and shelter (John 21) the above issues will be solved.

The Government cannot redefine marriage, but they can provide civil unions and equality of rights to all people. I cover common core and home schooling at www.cfabamerica.com which I further explain my position on all subjects.

Please explain your position on illegal immigration

My article on immigration can be found on https://www.cfabamerica.com/immigration Is there anyone that is reading this article whose family did not arrive from another country? Our immigration system has failed and good people are being deported! Liberal and conservative political parties have failed and because of their lack of compromising, good people are put into harm’s way. Currently over 1.2 million people have been deported leaving children without their mothers and fathers here in America in the last five years
With the closing of the IRS and passing of HR25, the fair tax law, all individuals whether illegal, tourist, or those who are paid in cash, will pay federal taxes at time of purchase. Please read article https://www.cfabamerica.com/h-r-25-fair-tax-act-of-2011 To promote freedom, fairness, and economic opportunity by repealing the income tax and other taxes, abolishing the Internal Revenue Service, and enacting a national sales tax to be administered primarily by the States. Politicians are afraid to take a stand because they want to be politically correct, I only want to increase job s in Florida and do what is best for the people of Florida.

Please explain what you think should happen to improve the health of the Everglades and the St. Lucie and Indian River estuaries.

This question cannot be answered in this article, however forming a committee to insure the health of our people and waterways should be supported by the Governor. Remembering though the Governor does not have the power to pass laws, but the Governor can form a committee and influence others.

How would you deal with declining tax revenues? What parts of the budget would you cut? What programs or services are essential and should never be cut?

No services should be cut, but providing new and more jobs correct this problem. The Governor can work with the other branches and bring new business into Florida. Declining revenue is based on the lack of buying power, new jobs and more visitors will correct this problem.

Would you support higher taxes to maintain current levels of services expected by your residents?

Would higher taxes correct this problem or would more jobs be the solution?

What role should the level of government associated with the office you seek have in retaining or attracting businesses to the area?

I have traveled these past 10 months throughout the state of Florida, and I understand what it is like to be unemployed, understanding the Governor of Florida has no more power than the Queen of England. The Governor is through an Ambassador for Florida and it is the Governors responsibility to promote Florida to get the support of the other branches.

Do you support purchase of development rights as a conservation tool? Why or why not?

I do not support big Government, but believe that protection of our land can be accomplished through the private sector with an oversight committee working for the people of Florida’s best interest.

Does growth pay for itself? Please explain.

There is in business a term, diminishing return, at some point growth becomes a great liability , but like a flower without water and sun, it does not grow and it will soon die. There has to be a balance between growth, education, on the job training and jobs.

What are your views on sex education in the schools? How do community values affect your preferences and/or decisions?

The job of sex education belongs to the parent and the church. The state has no business taking neither these rights away from these two nor the right to influence their beliefs on others.

How would you increase the high-school graduation rate?

As my own educational background will support and my dissertation confirms, graduation is based on self motivation, this begins at home and the church. Teach to the level of the student and giving teachers the flexibility of teaching what each student needs will increase high-school graduation…it should be noted that college dropout rate is equal to high-school. When families become two parents and students are given on the job training, we will see a decrease in high-school drop outs.

What grade would you give the Legislature for its oversight and funding of K-12 education? Please explain.

The better question is what grade you would give the parent who by the constitution has this responsibility.

What are your thoughts on inclusion of children with disabilities in general education classrooms? How will you ensure students with disabilities are making Adequate Yearly Progress under the No Child Left Behind law?

Who is responsible to see that their child is given the proper education it is not the state. What I would like to see is and audit on the money from the lotto and where it has been spent.

First I do not agree with any federal mandate which is against the constitution, which clearly is written that anything not covered by the constitution belongs to the state, both, no child left behind, and common core, are funded by the federal government and they both take away the right of the parent.

Second all individuals have a right to equal education with the equal opportunity for employment
What is your position on All Aboard Florida’s proposed high-speed passenger rail service through the Treasure Coast? Is your local government prepared to handle the
Opponents raised the issue of property values decreasing, pollution, older buildings being damaged by vibrations from the trains passing nearby and the potential discoloration of buildings near the tracks potential impacts, and although the reasoning is that the trip between Orlando and Miami would be reduced to three hours the impact on the economy needs to be evaluated before final approval, these studies have yet been present to the general public and should be voted on.

Is converting local residents from septic tanks to sewer systems a priority for you? What can/should be done to facilitate this process?

Have we proven that septic tanks have a negative impact on the ecosystem? For the sake of this question let’s assume it does, then it would affect all people in Florida and the cost has to come from taxation.
