Ms. Baptiste;

As you are probably aware, both the SR 408 Extension and the Colonial Parkway project are still in the study and assessment stages – SR 408 Extension by the Central Florida Expressway Authority, and Colonial Parkway by the Florida’s Turnpike office of the Florida Department of Transportation. Data and information is still being collected and evaluated on these projects, and final decisions will be made only after these assessments are completed. Therefore, Mayor Jacobs has asked that I provide you with the following specific answers to the questions you asked:

Q: What is Mayor Teresa Jacobs’ position on these two parallel and competing projects – SR 408 Extension and the Colonial Parkway?

A: Mayor Jacobs strongly believes that sound, well-thought-out transportation solutions are imperative in east Orange County, and that it is in the community’s and region’s best interest to fully and completely evaluate all potential solutions in transparent and public processes.

As you may be aware, when it was first brought to Mayor Jacobs’ attention that the Florida Department of Transportation would not support a SR408 extension within the SR50 right-of-way, Mayor Jacobs urged then-Secretary Boxold to consider the Colonial Parkway project as an FDOT Turnpike project.

However, at present, both of these projects are still in the evaluation phase, and Mayor Jacobs has not taken a position regarding the construction of either project.

Q: Does Mayor Jacobs support the SR 408 Extension over the Colonial Parkway project? If yes, why?

A: Both of these projects are still in the evaluation stage, therefore Mayor Jacobs has not taken a position regarding the construction of either project.

Q: Does Mayor Jacobs support the Colonial Parkway project over the SR 408 Extension? If yes, why?

A: Both of these projects are still in the evaluation stage, therefore Mayor Jacobs has not taken a position regarding the construction of either project.

Q: Does Mayor Jacobs support the use of eminent domain to extend SR 408?

A: This project has not been fully evaluated; therefore, Mayor Jacobs has not made any decision regarding the use of eminent domain to extend SR 408.

Q: Does it violate state statutes for use of eminent domain? Please provide documentation that supports this is appropriate use of eminent domain when there is another less costly viable option readily available.

A: This question should be directed to an attorney qualified in eminent domain.

Q: What is the #1 reason for either of these projects? Emergency evacuations?

A: Emergency evacuation is certainly an important component of our transportation system. Relief of existing and predicted congestion is also a primary driver of transportation needs. Also, strong connectivity between central Florida and the areas around Port Canaveral, the spaceport and other regional economic generators contributes to the economic diversity of our region.

Q: As a voting member of the Central Florida Expressway Authority, are you, Mayor Teresa Jacobs; going to vote for or against the SR 408 Extension?

A: Mayor Jacobs has not taken a position regarding the construction of this project. It is vitally important to identify, evaluate and provide viable transportation solutions in east Orange County. However, this project, as well as Colonial Parkway, is still under evaluation.

Q: As a voting member of the Central Florida Expressway Authority, have you , Mayor Teresa Jacobs voted for or against the SR 408 Extension in the past? If yes, when and why?

A: As mentioned above, it is vitally important to ensure that all viable transportation solutions in east Orange County are properly evaluated and vetted through transparent and public processes, and to that end Mayor Jacobs has supported moving forward with such evaluations. However, no final decisions have been made regarding the future construction of this project.

I hope that this information is helpful.

Best regards,

Jim

Subject: Re: Follow-Up to Monday’s Request – SR 408 Extension & Colonial Parkway

Ms. Nicole,

I am not surprised Mayor Teresa Jacobs refuses to meet with me or anyone that challenges her actions and performance. It is much easier to run away and hide from challenges than to face them. This has been Mayor Jacobs’ “MO” for years.

My guess…..Mayor Jacobs will NOT be at the next Central Florida Expressway Authority board meeting, because she will be challenged on this very subject AND she is more concerned with her campaign for Orange County School Board Chair than the residents of Orange County – especially those in the impacted area. It is very apparent to me and many others, Mayor Jacobs does not care if these people lose their homes, ranches and/or livelihoods. She simply does NOT care!

Back to the questions – Regardless of Mayor Jacobs’ refusal to meet with me personally, the Mayor still needs to answer these questions. There is no legitimate/valid reason why Mayor Jacobs cannot put her answers in writing. It is her job to answer these questions. It is her fiduciary duty to answer these questions.

Fiduciary “An individual in whom another has placed the utmost trust and confidence to manage and protect property or money. The relationship wherein one person has an obligation to act for another’s benefit.”

Here are the questions again…..

What is Mayor Teresa Jacobs’ position on these two parallel and competing projects – SR 408 Extension and the Colonial Parkway?

Does Mayor Jacobs support the SR 408 Extension over the Colonial Parkway project? If yes, why?

Mayor Teresa Jacobs, please have the courage, ethics and integrity to answer these very important questions that will affect many people’s lives and livelihood.

Ms Buckner, Please accept this email as my request to meet with Jim Harrison.

Thank you,
Sally Baptiste

Good afternoon, Ms. Baptiste:

On behalf of Mayor Jacobs, thank you again for extending the invitation to meet regarding the SR 408 Extension & Colonial Parkway. As I am sure you can imagine, Mayor Jacobs’ schedule is very tight, and although she would like to meet with each person engaging with Orange County, she relies heavily on Orange County senior staff to meet on her behalf when a scheduling conflict arises. Rest assured, however, that Mayor Jacobs received updates from staff after each meeting.

As a result, although Mayor Jacobs greatly appreciates the request, she believes it would be most beneficial for you to meet with Jim Harrison, Assistant County Administrator. By copy of this email, I am placing you in touch with Mr. Harrison, as well as his assistant, Lauren Buckner and ask that you please contact Ms. Buckner directly if you are interested in a meeting.

=========================================================

Thank you for speaking with me yesterday, Monday, June 4, 2018. Please accept this email as a follow-up to our discussion and as a request to meet with Mayor Jacobs on Wednesday, June 20th.

Yesterday I requested a formal (aka written) response to my inquires regarding Mayor Teresa Jacobs’ position on the SR 408 Extension that will use eminent domain to seize private property for this extension AND the conflicting/competing project of the Colonial Parkway. The Colonial Parkway will use existing FDOT right-of-way and will not have the same negative impact to Orange County residents, ranchers, businesses and conservation areas as the SR 408 Extension project would have.

As the mayor of Orange County AND a voting board member of the Central Florida Expressway Authority, Mayor Jacobs is obligated to let the people of Orange County know where she stands on this issue. I have made previous requests for this information and got no response. I attended both the SR 408 Extension Public Hearing (the last hearing) and the Colonial Parkway Public Information Meeting. Mayor Jacobs was not in attendance at either of these public meetings. This decision has a major impact on all of Orange County and especially to those who live in East Orange County, but it appears this issue is not important to Mayor Jacobs???

I guess I can understand why she does not want to voice her opinion for the public record on such a important issue when she is busy campaigning for another Orange County office, but that is not an acceptable reason to not be open and honest with the people of Orange County today. She is failing to do her job as Orange County Mayor when she neglects these types of county issues and refuses to answer questions.

With that being said, what is Mayor Teresa Jacobs’ position on these two parallel and competing projects?

Does Mayor Jacobs support the SR 408 Extension over the Colonial Parkway project? If yes, why?
