ARTICLES in addition to, and Amendment of the Constitution of the United States of America, proposed by Congress, and ratified by the Legislatures of the several States, pursuant to the fifth Article of the original Constitution.

Does this mean the Senate is allowed to gut House Bill 3590 that was passed to help Iraqi and Afghanistan Veterans in order to back-door socialized healthcare that failed under other bills? In essence the Senate created the revenue bill for socialized healthcare. This is a type of “bait & switch” that amounts to taxation without representation.
