I am an organizational effectiveness leader, a motivational speaker, educator, and a research analysis expert.
I, Dr. Tolbert, am a graduate from Nova Southeastern University, I received my doctorate degree in educational leadership and wrote my dissertation on “why do students graduate.” I concluded that regardless of friends, family, relatives or the University, the one factor for completion and receiving a degree is self-motivation.
I failed the first and second grade and was a high school dropout. Entering the army at 17, I retired after 22 years as a MSGT, owned my own company and became a pastor in 1999. I have a BS from University of Maryland, DivM from Logos University, EdM from American International University and a EdD from Nova Southeastern University.

A PRAYER FOR THE PEACE OF THE WORLD
+ In the Name of the Father, and of the Son, and of the Holy Spirit. Amen O Lord our God, who can be compared with You? Who is even similar to You among the gods? What god is as great as our God, Who is abundant in mercy and benevolent in strength to bring consolation and salvation to all of us? This is why we pray to You, O God, this day, not be silent at a time when we hear the sounds of war and threats from the mighty ones of the earth. Forgive, O Most loving God, forgive and show mercy. You are a most compassionate and merciful Lord and You will not chastise us in Your wrath nor instruct us in Your anger. Otherwise we would revert back to the chaos at the beginning before we came into existence. During these difficult times be with us. Lord our God, make us strong for we have placed our hope in You and are fortified in and encouraged by Your Name. May Your word be confirmed, Lord, which You spoke to us that You will be with us always even to the end of the age. State laws, the Constitution, and international human rights
Overview of Ballot Access
Each state has its own ballot access laws to determine who may appear on ballots and who may not. According to Article I, Section 4, of the United States Constitution, the authority to regulate the time, place, and manner of federal elections is up to each State, unless Congress legislates otherwise.
The primary argument put forward by States for restricting ballot access has been the presumption that setting ballot access criteria too low would result in numerous candidates on the ballot, splitting the votes of similar minded voters. Example: With Plurality voting, an old but common way to pick the winner, the candidate with the most votes wins, even if the candidate does not have a majority of the votes. Suppose 55% liberals and 45% conservatives vote in a district. If two candidates appeal to liberals, but only one appeals to conservatives, the votes of liberals will likely split between the two liberal candidates, for example 25% may vote for one and 30% for the other, giving the conservative the office although 55% preferred to see a liberal in the office. Plurality races, also known as First past the post, tend to cause consolidation among political parties for this reason. However, proponents of ballot access reform say that reasonably easy access to the ballot does not lead to a glut of candidates, even where many candidates do appear on the ballot, as was the case in the crowded 2003 California recall. In that case, such actual crowding did not confuse voters: “Even though 135 candidates appeared on the ballot, newspapers reported that voters did not have trouble finding the candidate they wished to vote for.”
Historically, there were generally no restrictions on ballot access in the United States until after the introduction of the so-called “Australian ballot” beginning in the 1880s. The 18th century prevalence of “voice voting” gave way to paper ballots, but until the 1880s paper ballots were not officially designed and printed by the government but were instead privately produced “tickets” that were distributed (usually by political parties) to the voter, who would take the ticket to the polling place and deposit it in the ballot box. The 1880s reform movement that led to officially designed secret ballots had some salutary effects, but it also gave the government control over who could be on the ballot. As historian Peter Argersinger has pointed out, the reform that conferred power on officials to regulate who may be on the ballot carried with it the danger that this power would be abused by officialdom and that legislatures controlled by established political parties (specifically, the Republican and Democratic Parties), would enact restrictive ballot access laws to influence election outcomes to ensure re-election of their own party’s candidates.
Perhaps the most prominent advocate of the 1880s ballot reform movement, Dean Wigmore, suggested that “ten signatures” might be an appropriate requirement for nomination to the official ballot for a legislative office. In the 20th century, ballot access laws imposing signature requirements far more restrictive than Wigmore had envisioned were enacted by many state legislatures; in many cases, the two major parties wrote the laws in such a way that the burdens created by these new ballot access requirements (usually in the form of difficult signature-gathering nominating petition drives) fell on alternative candidates, but not on major party candidates.
Proponents of more open ballot access argue that restricting access to the ballot has the effect of unjustly restricting the choices available to the voters and typically disadvantages third party candidates and other candidates who are not affiliated with the established parties.
State laws, the Constitution, and international human rights
President George H.W. Bush signed the Copenhagen Document of the Helsinki Accords that states in part:
(7.5) – respect the right of citizens to seek political or public office, individually or as representatives of political parties or organizations, without discrimination;
(7.6) – respect the right of individuals and groups to establish, in full freedom, their own political parties or other political organizations and provide such political parties and organizations with the necessary legal guarantees to enable them to compete with each other on a basis of equal treatment before the law and by the authorities;…
The United States has been criticized by the Organization for Security and Co-operation in Europe (OSCE) for its harsh ballot access laws in the past. In 1996, United States delegates responded to the criticism by saying, unfair ballot access “could be remedied through existing appeal and regulatory structures and did not represent a breach of the Copenhagen commitments.” The OSCE published a report on the 2004 United States election, which, among other things, noted restrictive ballot access laws.
The United States and Switzerland are the only countries in the world that don’t have national ballot access standards for federal elections;[6] however in Swiss federal elections each Canton elects its own representatives, and each candidate can only be listed in one Canton. Since 1985, Democrats and Republicans (including Congressman John Conyers (D-MI), Congressman Tim Penny (D-MN) and Congressman Ron Paul (R-TX)) have repeatedly introduced in the US House of Representatives a bill that would set maximum ballot access requirements for House elections. The bill has only made it to the House floor once, in 1998, when it was defeated 62-363.
While some supporters of easy ballot access seek congressional intervention, other reformers are happy congress has not mandated stricter access laws in all states. Reducing access requirements at the local level would be easier than doing so federally if congress wanted to guarantee its re-elections.
WHEREAS: Article 1 of The United States Constitution “Makes No Mention Or Demands” on the amount of money a person needs To Qualify as a Candidate for The Federal Offices, or to the Number of Signed Petitions To Be Assessed To Qualify to have a person’s name placed on the ballot; and WHEREAS: The First Amendment of that Constitution termed The Bill of Rights guarantees to each citizen The Right To Free Speech and The Right To Petition The Government for Redress of Grievances; then The State of Florida Is In Violation of this Stated Constitution by its imposition of Overly Harsh Ballot Access Laws in Undue Burden and Infringement on The Rights of Each Citizen To Run For Public Office and to have their names placed on the ballot To Represent their Constituent Political Interests regardless of their station in life and ability to afford the overly harsh Qualifying Fees established by Florida law without Class Discrimination; in denying Representation to the Working Class; and which is also in violation of The RICO Act, (Racketeer Influenced and Corrupt Organizations Act of 1970,) in that: the proceeds derived from Party Affiliation Assessments in Florida, $10,440, go directly to The Political Parties for their own private use; and in which case The Florida Legislature acts as The Organized Crime agency.

ARTICLE I.
What is Education?
I believe that education goes beyond knowledge received in schools or found on the streets. Education is an inborn right of all individuals to be taught, from their first mortal breath, and they have a right to learn and acquire knowledge. No one should be neglected and all cultures should embrace this right of the child as he/she grows to become an integrated part of society. We as children of God should not have to seek this right nor should it be bestowed upon us because we were borne in a nation that has the ability to teach us to be productive. Child-Centered Pedagogy is described by Marsh & Willis (2003) follows:
“I have a moral responsibility to teach our children, not just by our being subjected to other teachers principles and standards, but also by the Words passed down by our Father. We are all equal in His Eyes and it is our right to have teachers teach us what they have been taught. Mark 9:37 “If any one shall accept one child as this for My Name’s sake, he accepts Me; and if any one accepts Me, he accepts not Myself only, but My Sender.”
I as a teacher search for the true meaning of the word teacher, yet the definition is clearly defined in the scriptures, as is our requirement to be educated according to the Word. According to Acts 8:29 “The Spirit then said to Philip, “Go forward, and join yourself to this man’s carriage.” Philip accordingly running up heard him reading Isaiah the prophet; and asked, “Do you at all understand what you are reading?” But he said, ‘how is it possible that I should, unless someone can explain it to me? Education is our responsibility, for those who have been given the gift of a teacher to teach are those who have the need to be taught. 1 Corinthians 14:24 “But if all could preach, and any unbeliever or uneducated were to enter, he would be instructed by all; convinced by everything; the secret of his heart would be clear: and then, falling down upon his face, he would pay homage to God, announcing that THE LIVING GOD IS AMONG YOU.” This need transcends all mankind regardless of race, creed color, or sexual preference. It is a God given right, not one established by rules and regulations. This is to believe that education is our responsibility, not only to fulfill physical or social obligations, but it is also our moral responsibility. I believe that I have that responsibility as well as you, for we all are called upon to be ministers and disciples. How can anyone learn if there is no one to teach? We are given daily tools to instruct our children, and those that follow Christ, and those that do not acknowledge Him still must be prepared to teach. “Teachers beliefs and constructivism contend that all teachers need opportunities to explicitly discuss, elaborate and construct their own beliefs.” Marsh & Willis (2003)
Children uneducated become the social misfits of the future. This responsibility cannot be just mine, but it must be the works of all mankind. I train to teach one person at a time, as I am one with the Father. I develop curriculum’s that depict my actions and Christian walk; this is the window that others can see through. We can mirror the image of the Father whose shadow we fall under. Education is knowing not only how to accomplish that which is needed to provide for ourselves, it is also being able to do so ethically and justly, so that no one is morally, physically or socially injured by our actions.

But I have availed myself of none of these; nor have I written this so that it might be done thus to myself: for better to me to die rather than that any one should destroy my boast in that manner. For if I am preaching the gospel, it is no credit to me: rather a necessity is laid upon me; because it is a punishment for me if I am not preaching the gospel. Yet if I do this willingly, I have a reward; if unwillingly, I have been entrusted with an office. What are my wages than? That preaching without pay, I lay a foundation for the gospel; while none can deprive me of the power, which the gospel gives me. For being free from all, I have enslaved myself to all, so that I might benefit the greatest possible number.”
ARTICLE II
What is the School?
I believe the school is not, nor should it be, a social institution. But it should be a place where little and big minds are drawn together to learn about the glorious creation which the Creator has created for us. The Assembly of God’s children are drawn together to seek information in order to better recognize His Divine Plan. I believe that life is a process or journey for which each of us embarks upon with our first breath. This breath is God given, as is the right for us to learn about His creation. Genesis 2:7 “Then the Lord God formed Man of dust from the ground, and breathed into his nostrils the breath of life; and man became a living being.”
I believe that our only purpose for living is to learn about our Father. We are to use His arrangement as an auditorium for His children to be educated within. I believe that our God given knowledge is to be used daily and that we should not be restricted by a building or government intervention. I believe that those individuals who teach without wisdom create the lack of knowledge. Wisdom is not something taught, but is God given. I believe that each of use should ask The Ever-Living God for knowledge and Wisdom. I Kings 3:5-9 “In Gibeon, the Lord appeared to Solomon in a dream at night; and God said, “Ask what you wish me to give you!” And Solomon replied, “You have shown great lovingkindness to your servant David my father, Your servant, according as he walked before You in truth and righteousness, and uprightness of heart toward you, and You have reserved for him this great lovingkindness, that you have given him a son to sit on his throne, as it is this day. Now, O Lord my God, You have made Your servant King in place of my father David, yet I am but a little child, I do not know how to go out or come in. Your servant is in the midst of your people whom You have chosen, a great people who are too many to be numbered or counted.” So give your servant an understanding heart to judge Your people to discern between good and evil. For who is able to judge this great people of Yours?”
I believe that life itself is the school, that we are surrounded by experience for which The Creator has planned before we breathed the air we breathe. Life is lived by the experience that we encounter daily. The school building or institutions are only a place to share the knowledge we have obtained. “Cooperative, learners are helping each other rather than hindering, competing, or ignoring one another.” Alessi & Trollip (2001)
I believe that the family structure is the true place of worship, teaching and learning, from this place life takes its form, in the fleshly body, we exist only to teach and learn about our Father. I believe that all schools were meant to exist for the purpose of expanding the knowledge of the Ever-Living God. The airways, multimedia, technology and information systems, are to be used to spread His Word, and nothing exist unless it serves His Divine Purpose. The Medias are to assist us in the process of instructions and teaching, and according to Alessi & Trollip (2001) “There are four activities or phases of instructions: Presenting information, Guiding the learner, practicing and Assessing the learner”. I believe in a fifth activity which is the example we set each time the learner sees, hears or reads what we present to them.
I believe the school has a moral obligation to teach ethical standards by any and all technological means available. The school building should not be a place that restricts growth, but takes upon itself a living body, constantly growing and expanding to reach the far corners of the earth.
I believe that without teachers the fulfillment of the great commission is impeded, never stopped but slowed to where many are late seeing the Light. I believe we are commissioned to teach not from the building, but from the spot where our feet touch the Holy Ground. The ground that is His Arrangement is all Holy and we should be willing to spread His Word from where we stand.
ARTICLE III.
THE SUBJECT MATTER OF EDUCATION
I believe that without a strong understanding of the Gospel, children will be wandering as if they are lost sheep. That society will need to refocus their attention more upon moral and ethical issues, and the family has to be re-instated as the principle place of moral standards and the child should bring these standards to the outsiders. Romans 10:14-15 “But how can they call upon whom they have not believed? And how can they believe about what they have not heard? And how can they hear without a preacher? And how can they preach unless they are sent? “I believe that education is how to increase God’s Knowledge, before we learn how to receive our own personal gain. I believe that all levels of education should start with the teaching of ethical behavior as well as the moral obligation to treat all of God’s Creation equally, and the awakening of the body of Christ can be brought forth by our individual prayers, supplication and fasting. No man can come to the Father unless He calls them, but that we can pray for more helpers and the Father will send them. Matthew 9:38 “The harvest is indeed plentiful, but the workmen are few. Ask therefore the Owner of the harvest, so that He may send workmen to His harvest.”
I believe that, all that is written, both for enrichment of the mind and the gathering of wealth, is presented as a reward for our good deeds. Our good deeds is the servitude nature which we yourself do in order to spread His Work. The primary purpose of education is for the fulfillment of the scriptures! All we learn or teach is for a singleness of this purpose, for without having knowledge of eternal life all the works we do is for nothing.
I believe that at a child’s birth we have a responsibility to provide that child with the right of an equal opportunity to be educated, so that, that one child can fulfill his/her responsibility as they reach adulthood. A child is educated first in the home and by the man and woman who gave him/her birth. The responsibility of these two must remain the focal point of our education, not the teaching of separation, but the oneness of purpose as written in, Matthew 19:5-6 “A man shall leave his father and mother, and shall cling to his wife, and they two shall become as one person? They are therefore no longer two, but a single body.” It is from the union of this oneness that children are educated about responsibility and they receive a true ethical education. Moral responsibilities should not be left to the secular world but this responsibility must be returned to the parents.
Therefore I believe that if we teach our children how to read using the scriptures we would lay a foundation for them as they entered into the buildings called schools. These buildings should complete a child’s education and not be the focal point or starting place.
ARTICLE IV.
THE NATURE OF METHOD
I believe that each child has to be taught in a manner that fits his/her personal learning style, the designer of the curriculum creates instructions which are designed to match the goals, the instructional strategies, and the evaluation. Ragan & Smith (1999) I believe the teacher has a responsibility to find how to awaken the sleeping giant who lies within each of us, and brings forth the natural curiosity that dwells within us. I believe we as teachers, must expand our knowledge so we can use all of our God given gifts. Each of us has been given talents and these talents are our gift from the Father. These talents are not meant to be left buried in the earth but were placed within us to share with all mankind. In Matthew 25:14-30, three servants were each given a measure of talents. One man was given five, another two and the last one. The first two used their talents and brought forth a gain for the giver of the talents, but the last hid the talents within himself, which gave no return to the giver. God is the giver of our talents and we are to teach His children so that He may reap the harvest from the seeds we plant for Him.
This responsibility does not end because we fail to continue our own education. Our own failures cannot justify the lack of knowledge our children receive. I believe parents have a requirement to seek higher education in order for them to set an example for their children. Not only to set an example but also to instruct. How can a parent teach what they themselves do not understand? Computer technology, multimedia, researching the web, understanding learning styles, incorporation of ideas and thoughts received, is only a few new technological discoveries that have come about since we were in grade school.
Teaching the child how to use the computer prepares the child to be a part of the future society. The image a child has of him/her self will be created by the knowledge instilled within himself or herself by the parent. The correlation between welfare children, single parent homes, and the lack of education can be directly linked. A child’s education does not begin or end at the door of the school, but this door must be opened first at home and never closed at the institutions of higher learning. There has been written several articles concerning, “No Child should be left behind,” but little attention has been given to the cause of this problem. The development of cognitive abilities begins to develop around ages 5 to 6 and continues throughout the time children are in school.
Schunk (2000), this would indicate that the child has been exposed to certain pre-conditions which will be reflected in his or her behavior by the time they reach preschool. I believe that before we can concentrate on the child, we have a responsibility to teach men and women how to be fathers and mothers as two parents with a singleness of mind. It is not enough that I have written my Pedagogical Creed I must live it daily. I did not ask to be a teacher of the Gospel. I have no free will. This responsibility was given to me as it has been given to you, mine may be teaching His Word, and yours is to teach His children!
I have an interest in the welfare of men because they have fallen from the position of being the foundation of the home and family, I teach by learning how to teach. I continue to learn so I can be an example to these men. My method of teaching is by my own example as yours should be. How can someone learn if there is no teacher? They cannot learn, but the teacher is not anyone individual, it is each and every one of us. I have been given a talent, maybe God gave me more than one talent, and I ask myself daily, “Am I using my talents the way God intended for me to use them?” There are seven themes that will help you understand the cognitive psychology that reinforces my style of teaching: Learning is a constructive, not a receptive, process. Mental frameworks organize memory and guide thoughts. Extended practice is needed to develop cognitive skills. Development of self-awareness and self-regulation is critical to cognitive growth. Motivation and belief are integral to cognition. Social intervention is fundamental to cognitive development.
Knowledge, strategies, and expertise are contextual. Bruning, Norby and Ronning (1999)
We are what we are because of our behavior and only by the recondition of our thoughts will our behavior change.
ARTICLE V.
THE SCHOOL AND SOCIAL PROCESS
I believe education is a right, which cannot be regulated by governmental bodies or legislated by a group of individual who have lost contact with the needs of the community. “Being a participant in a community is an essential component of the educational process”. Jonassen & Land (2000)
Just as I believe that the community has the responsibility to teach, care for and assist families, and not by government regulation but by their own desire to see all creation to be equally lifted up in his name. Colossians 1:28 “Which we proclaim; warning every man, and teaching every person in a perfect philosophy, so that we may present each one perfect in Christ;”
I believe in the diversity of mankind as the Lord has created to fulfill His Divine purpose. That cultural integration allows for greater knowledge not the restriction of knowledge. I believe that through our love and understanding we can unite all mankind to one cause which to Love our Father as He loves us. I believe Philippians 2:3-4 “If then, there is any encouragement in Christ, if any consolation from love, if any community of spirit, if any tender feeling and pity, fill my joy; so that you may agree in thought, possessing the same love, intending with united hearts the same object. Never in self-seeking nor thought vain-glory; but, on the contrary, with good feeling considering others in preference to yourselves, not each scheming for himself, but rather each for others.”
I believe because of the gift of my ability to learn, I have the gift to teach. Not only the gift to teach, but also the obligation to reach as many as my breath allows. In addition I have a social obligation to tear down racial barriers and the walls that hold the shackles which enslave our children. I believe that school does not start at an age dictated by man, but that the education of our young is a moral responsibility that starts with the child’s first breath. This responsibility is not just for a few but that all are ministers and teachers.
I believe that each person is the Body of Christ and because they are of Christ all are equal. Not one of us has a greater right to be educated than another. It is because of this belief I seek knowledge, not to confound the wise, although by my foolishness the wise may be confounded, but to teach those who have an understanding heart. The Word cannot be taught unless the spirit reveals the discernment to the listener. I do not claim to be a prophet, nor do I claim to be a teacher, that name is given to me by someone Greater than you and I.

ETHICAL DILEMMA IN MODERN SOCIETY

Introduction:
The purpose of this article is to pinpoint the improper behavior of Acts to Resolve Legal Conflict in any behavior by a Politician, Educator or Human Resource Department (HRD), that would cause conflict with the codes of ethics as outlined by American Psychology Association (APA, 2009) and increase public trust. Should the counselor’s ethical responsibility conflict with the law, they should resolve the conflict in a professional manner.
When an ethical standard is bridged it has to be identified as a violation and brought to the attention of an ethics committee to determine the legality of the enforcement of the conflict entrusted between the public servant and the general public. If there is no immediate harm to either, parts of the general population and this procedure does not violate ethical standards. Determination on how to resolve the matter can be reviewed through legal counseling. Unfortunately, there can be a conflict which would not allow the client to fully disclose his or her emotional state.
The behavior which violates a chosen ethical standard when there is a legal conflict, can be a line finely drawn. Many HRDs are torn between ethical credibility and communication with their client, and the legal consequences. The general practices outlined in the code of conduct for psychologist under APA establishes standard, which should be adhered to and summarizes the intent of APA. By notifying the client at the beginning of the session and getting a written consent by the client that any information discussed which breaks any legal law or moral standard has to be reported, is the first step of avoiding conflict with the client and the legality of the law. The conflict of ethics and law changes dramatically, noted by (Ivey, Ivey & Zalaquett, 2010), when dealing outside the continental United States, may be legally correct in one country but varies drastically in other countries.
One of the issues we have in society today is; what is the responsibility of the HRD to society, and how is this society defined? If you were to pinpoint the improper behavior, you would find the ethical principle of social responsibility (Gobodo-Madikizela, 2008). Social responsibility extends beyond day to day work for the HRD. The humanitarian responsibilities should be reviewed as a primary task of social responsibility. Gobodo-Madikizela, (2008) wrote his articles to address the violence in Africa and how foreigners were affected by this violence. He also notes, that psychology cannot be a welfare profession and students that wish to help should do so through the social work department. The first line of defense for reducing Generalized Anxiety Disorder (GAD) comes from education, social welfare and social reforms. Furthermore, the APA ethics codes are committed to the promotion of social welfare. The social responsibilities seen in Africa by (Gobodo-Madikizela, 2008) begins in rural areas, and to better the definition of rule (Werth, Hasting & Riding-Malon, 2010) wrote that a population outside the urban center and these rural areas are isolated from the availability of mental health professionals. In (Werth et al., 2010) article on rural ethics, showed lack of intervention by Psychologist that creates a void in the communities.
Ethical standards are being violated by individuals who wish to interfere with social reforms, which would enable the general population to overcome internal complex. It is unexplainable how nations who state that their form of government would lift the general population to a higher standard, but yet continue to cause chaos in the name of their god. According to (Werth et al., 2010) the lack of qualified mental care of these rural communities goes against the obligation and violates the principle of no harm.
According to (Gobodo-Madikizela, 2008), “the behavior of individuals in clinical physicians violates the ethical standard of social responsibility when it causes harm to other individuals.” It is important that HRD’s take responsibility, regardless of their location, to decrease human rights violation and human sufferings. No HRD should take this as an obligation, but should view this as a social responsibility to protect the general population. Psychologist, (Werth et al., 2010) notes, are viewing and helping individuals according to their own financial gains. In view of the lack of financial resources, the workers in HRD’s would be faced with a reduction of income when assisting individuals in the under populated area, and cannot provide themselves the same income as work being done in an urban area.
If Politician, Educator or Human Resource Department had viewed their social responsibility and approached behavior to avoid violation we could see a decrease in human suffering. “Using an online training program as per (Werth et al., 2010), reducing course of education psychology, and requiring that they spend a part of their career or training in these rural areas could have a positive impact.”
In each of the references that are provided clinical social workers, seem not to be a primary concern of psychologist, noting the decrease of clinics stated by (Werth et al., 2010). The implication referred to also by (Gobodo-Madikizela, 2008) under mining those who should work only in the social welfare established agencies rather than in their own practice would be improper behavior of a psychologist. When the U.S. military needed doctors and did not outsource, but provided funding for individuals to receive doctoral degrees with a four year commitment to the Department of Defense, we were better able to provide mental health care according to (Johnson, Grasso, & Maslowski, 2010).
One of the issues of the conflict between ethics and law and standards being violated is that many professionals were not able to separate Department of Defense regulation, and ethical standards versus those psychologists/HRD’s working outside the military.
The behavior that violates the clinical social workers is their inability to separate the legal conflict and apply the definition to military mental health. Clinical social workers that violate ethical standards regardless of where they are assigned creates a dilemma for those that are called to defend the country, but are not given the same consideration as those who do not serve in the Armed Forces. (Johnson et. al., 2010) The new APA policies prohibit psychologist from working in detention settings that are in violation of international law or the U.S. Constitution. Because the military deems itself beyond the legality of civil law and has its own system of discipline, this could be a conflict of APA standard.
According to (Johnson et al., 2010) a better approach to afford behavior violations would be an over sight committee, which would be able to govern the behavior of clinical social workers. Throughout this paper the areas of concern of legal conflict responsibility to society, social worker responsibility and ethical behavior, are directly related to mannerisms of responsibility of psychologist as noted by (Johnson et al., 2010).
Each reference used in this paper noted the improper behavior presented in the paper.
To ensure Politician, Educator or Human Resource Department behavior is not circumvented as the paper has noted, the standards established by APA cannot conflict with the law. The question, is the law written first, which prohibit psychology protecting the mental law of society, or is the mental health of the individual more important than abiding by the law that compromises APA standard? (Johnson, et al., 2010).
HRD’s have a responsibility to speak out; At what point does the psychologist have a responsibility to speak out? According to (Barsky, 2011) most major corporations have a human resource department and yet people engage in unethical work behavior. It is easy to pinpoint the improper behavior by following current events over the last ten years. As long as Politicians, Educators or Human Resource Departments allow financial gain to take priority over moral issues we will continue to have corruption in the work place. It would be interesting to write a thesis of the beliefs of psychologist and why they do not take on the responsibility to speak out.
As noted by (Johnson et al., 2010), “the hierarchy precludes moral interventions therefore justifying improper behavior.” The lack of properly trained human resource departments that are to set ethical standards to ensure human rights are not violated, has to be separated from the hierarchy. ”The moral justification of improper behavior and the lack of psychologist speaking out are directly related to their earned income from the corporation. When Christians participate and educate themselves and are responsible, they can hold these psychologist, the Politician, Educator or Human Resource Department and organization to a higher standard. Unfortunately very few individuals have written on this subject or have spoken out against government intervention.
To avoid the violation of the lack of psychologist speaking out will take place when all denominations of all religions come together with an agreed upon group of individuals which becomes the standard for the code of ethics for all people. The article written by (Solbrekke, 2008), encompasses code of ethics conflict legality, responsibility, social behavior and speaking out. In this paper the author showed a correlation between educating the community and individuals taking standard of ethics to the work place. In Maslow’s hierarchy of needs, the highest level is self-actualization. This concept of recognizing your own personal endeavors in many cases breaks down ethical behavior.
Education does not begin in grade school, high school or college, but in fact begins with the parent, which brings the moral beliefs to the school, which in today’s society is circumvented by government regulations. Even though the paper by (Solbrekke, 2008) is directed to a novelist social worker, a student was concerned about the public debates in politics and the injustice in society. As noted by (Solbrekke, 2008) as professionals move into the work place, the student now has a position where clients have an expectation of their input to go along with their expected outcome. No longer do we see professional responsibility directed toward resolving, enforcing and implementing polices that protect the public.
In conclusion, what comes first, the income and well-being of the psychologist, or the health and welfare of the client? The ethical dilemma is that government bureaucrats have established rules governing behavior according to the government standards, which in many cases circumvent standards of a church. The reasoning behind my writing this article is to intervene and to help those with Christian background to not change their course, but to follow God. Since my degrees are both in Education and Theology I am giving a Christian view point. The 1st Amendment granted freedom of speech, and the law was written so that the conflict in society was to speak out against unethical procedures however, many Pastors, and Christian Psychologist do not voice their disagreement for fear of reprisal.

Hispanic and West Indies Culture
Introduction:
Because I feel strongly about all Americans understanding other cultures, I have written this paper. In this paper, I will discuss the Hispanic culture on child rearing practices and customs, gender identity, health care practices and customs, and the role of religion/spirituality and I will compare and contrast these with other West Indies Countries. The culture systems may have different beliefs between cultures. Whatever a culture believes forms the foundation of that culture. Child rearing practice changes from culture to culture and what may seem unusual in one culture may be perfectly fitting to another. Each culture raises their children differently so that the child can achieve his or her goals according to the culture of the parent.
Hispanic population has displayed tremendous growth in the United States and is one of the fastest growing populations. According to Matsumoto and Juang (2013), the Latinos population constitutes 15.1% (U S Census Bureau, 2005-2006). Miller and Washington (2013) found that 308.7 million people resided in the United States in April 2010, of which 50.5 million (or 16%) were of Hispanic or Latino origin (p. 223). According to Quinlan (2010) the Common Wealth of Dominica as an example, are bilingual in Creole English and French Creole. Its population is approximately 68,000 and is of mixed African, European (French and English) and American (Island-Carib or Kalinago) descent (p. 2). There is no population census for Carib in America which I believe is an oversight of our census.
The Hispanic parent embraces the interdependence. The extended family is important to them. The Bible says, that God said, “the man has now become like one of us,: (Genesis 3:22). The Trinity shows an example of interdependence. Perez Rivera and Dunsmore (2011) noted that “Latino populations have a tendency to emphasize group conformity, repeat, and harmonies social interactions” (p. 325). The Latinos is a collective culture, and they work in groups.
Child rearing practices and customs
First, I examined the cultural value of West Indies and Mexican mothers of preschoolers, and Durand (2011) found that “respect, family, and religion were the most important values that mothers sought to transmit to their children, and education is another consistent Latino child rearing goal that has been described in the literature on Latino parenting” (p. 258). The Latinos have good family values, and they grow close to each other and take care of their parent when they get old. Likewise in the West Indies, mothers applauded to support a child’s demonstration of respect. Though parents are loving, they are also stern. For example, if children don’t show respect to their elderly, they would be held responsible for the consequences of their wrong behavior. Therefore, this may result in punishment such as sending the child to his/her room and they must stay there until the parent gives the consent to leave the room. The Families of West Indies are also a collective culture as the Hispanic. As a collective culture people work together and help make educational decisions for the group. Parents demonstrate good ethical behaviors such as fairness, equality and dignity.
Durand (2011) discussed research that examines parenting among the Latino families with strength based perspective, that has the capability to adapt a culturally, relevant view of practice that promotes healthy child outcomes that is critical. In the Mexican family, the mothers have been described as the primary socialization agent responsible for maintaining cultural beliefs, values, structuring the family environment, and to support and maintain those values, a woman’s status rises when they become mothers, due to the belief among Mexican Americans. Their belief is maternal love is greater and more sacred than spousal love (p. 256).
Bermudez and Stinson (2011) discuss conflict resolution unfortunately, cross-cultural studies related to Conflict Resolution (CR) among intimate partner relationships are scarce, especially as they relate to Latino couples living in the United States. Through the present study, the authors introduce findings from newly formed CR styles adapted for Latino couples, examining the roles of gender and culture (p. 72). Bermudez, and Stinson further noted Latinos represent 23 countries in North, Central, and South America and the Caribbean and are considered a heterogeneous ethnic group in the United States with a multitude of contextual factors creating vastly different immigration experiences. Considering if a Latino is an immigrant in the United States or not, is important to note because being either native or foreign born will generate vastly different experiences and world views affecting communication and family life. Language is also a critical and essential aspect of Latinos’ experience in the United States. For immigrants, not being fluent in English can be a stressor due to experiences of marginalization, discrimination, and lower upward mobility. The United States native born Latinos, not being fluent in Spanish can be stressful and cause shame and family conflict, given that the Spanish language is what most commonly unifies Latinos and anchors their ethnic and collective identity. Language also enables the Latinos to maintain aspects of their original culture and extend into the new culture and across generations, as well as to connect thoughts and emotions to cultural heritage (p. 74).
Traditionally, fortunately in the West Indies they are bilingual so the transition is more of a culture shock then language barrier. Lenik (2012) noted through a multisite approach restricted to a region of the Common Wealth of Dominica, an island that people know as Carib have inhabited continuously since 1492, archaeological testing between 2005 and 2007 demonstrates that the Carib label obscures heterogeneity among native peoples of West Indies (p. 81).
Gender identity
Gender identity is another way of one’s perception awareness of their belonging to a particular gender role. Health care practices and customs can work together with Spirituality and religion. Spirituality is a set of beliefs and practices related to the issue of what is veiled beyond one’s comprehension, whereas Matsumoto and Juang (2013) suggested, religion ties together cultures’ attitudes, values, belief, the things of the world. Both Spirituality and religion can sometimes work with health care practices. Durand (2011) found that Mexican American mothers are primary caregivers and fathers the sole of disciplinarian is changing due to mothers’ increasing participation in the labor force, which may influence traditional patriarchal family structures and roles. Views on gender roles around parenting suggest that more complex dynamics are evolving. Although a patriarchal view of gender roles persist among Mexican Americans, factors such as decision making are often shared by the parents, or involve a process in which the mother commands much authority, contributing to a more advocate gender relationship (p. 256). This same trend is also more prevalent now in America with increasing negative consequence of one parent family.
Matsumoto and Juang (2013) noted that “the differences in parenting styles and child rearing provide learning platforms for the child that allow them to achieve developmental goals faster by their particular cultures” (p. 87). Many of these styles later changes the multimedia such as television.
When an immigrant comes to the USA they find it difficult to adapt to the different religions. In the West Indies as well as Hispanics the main religion is Catholic.
Health care practices and customs
Strunk, Townsend-Rocchiccioli and Sanford (2013) found that aging of America and the explosion of Hispanic immigrants into the United States are causing a tremendous burden to the health care system. The challenges already apparent in an overburdened health care system are examined, and useful strategies for health care providers are offered. The significant challenges facing the Hispanic population are presented, and the need for cultural sensitivity and its importance in providing culturally competent, patient-relevant care and health disadvantage, rates of mental health problems among Hispanics and other ethnoracial minorities. Strunk and et al., further discussed that neighborhood social environments shaped and perpetuate health disparities, beyond the influence of individual sociodemographic characteristics, and its economic disadvantage is associated with poorer self-rated health, and poorer mental health, including more depressive. In this regard, the explosion of immigration of the Hispanic population into the United States in recent years has placed considerable challenges on a health care system that is chronically overburdened and inadequate (pp. 45-46). Rios, Aiken and Zautra (2012) found that homogenous ethnic neighborhoods are linked to positive physical and mental health among Hispanics. Residents of high density Mexican American and Cuban American neighborhoods reported better health than those in low-density neighborhoods of similar SES. Within similar socioeconomic geographic areas, older Mexican Americans in ethnically homogeneous neighborhoods reported higher self-rated health than those in more diverse neighborhoods and teen birth rates among Latinos were lower in communities high in social capital. However, cohesion among ethnic enclaves may be coupled with social exclusion in the wider community. The question of how ethnic composition relates to aspects of social cohesion warrants further clarification, and neighborhood processes relating social cohesion to physical and mental health may lead to a greater understanding of how neighborhoods the contexts in which we live and work, thrive, and endure favor the health of some above others, and life in the USA is supplied with social and economic inequalities. In this same article they mentioned that, Health disparities have been increasingly well documented for ethnic minorities and the economically disadvantaged and racial and ethnic minorities in the USA achieve lower income and educational levels compared with non-Hispanic Whites and Hispanics consistently report poorer self-rated physical health compared to Whites (p. 50).
Ickes and Sharma (2012) stated, “considering the lack of physical activity among Hispanic American, and the associated barriers, the institute of medicine has expressed an urgent need to initiate intervention which influences obesity-related behaviors among diverse ethnic groups. In fact, Healthy People 2020 recommends increasing legislative policies for the built environment that enhance access to and availability of physical activity opportunities. Future interventions must attempt to combine such health promotion efforts to have a greater impact (p. 13). Quinlan (2010) noted that in some West Indies counties, there is a doctor available, but to get medical service few villagers own private automobiles, however, and rides are expensive and sometimes difficult to arrange. Therefore all villagers rely heavily on traditional notions of illness and their corresponding home remedies a system locally called “bush medicine, and therefore, medical is expensive” (p. 2).
The role of religion/spirituality
Duarté-Vélez, Bernal and Bonilla (2010) discussed how spirituality or religion is another important value in many Latino families, the Judeo-Christian tradition being the most prominent, and traditional religion views same-sex relationships as wrong or evil. To develop a healthy sexual identity, sexual minorities within a conservative religious tradition may need to resolve a cognitive discord between two seemingly contradictory identities. For Latino youth who highly value family acceptance and conventional religion, this inconsistency is particularly critical. Latinos in their coming out process may fear hurting family members by coming out. Being silent about their sexual orientation could be a way of protecting parents and other family members, which, for men, is compatible with the values of manhood (p. 897). Lenik (2012) viewed during the Post-Columbia period, that the Common Wealth of Dominica natives’ as a heterogeneous people who experienced many changes after generations of encounter with European, African, nonlocal Amerindian, and Creole peoples, and the natives believed in natural remedies rather than conventional” (p.82).
Duarté-Vélez, et al. (2010) discussed Evidence Base Treatment (EBT) can be applied for the Latinos with integrity to the core components of the treatment and also with flexibility to the uniqueness of client characteristics. At times, the use of EBT and the consideration of the culture, context, and singularity of the person are framed as antagonistic positions. This case represents an integration of these two positions within the context of a clinical trial where it was possible to individualize the treatment and yet maintain fidelity to the protocol. Yet, beyond the consideration of cultural issues related to the manual, it was possible to individualize the treatment to the special needs of the client. (p. 904). Gillum and Griffith (2010) found that those Americans trace their ancestry to Mexico, where Native American health beliefs blended with Spanish folk medicine and Roman Catholic teachings. Upon encountering western medicine, belief in spiritual causation and treatment of illness may persist in parallel with utilization of allopathic medicine so that prayer and other spiritual practices may retain great importance, and Mexican society is less individualistic than US society, with greater involvement of extended family and others in healing practices including prayer (p. 284).
Caplan, Paris, Whittemore, et al. (2011) and Desai, Dixon, Alvidrez, Scahill, et al. (2011) suggested most Latinos engage in prayer daily and God is an active, intimate, presence in one’s day to-day life, and traditionally, the religious affiliation of individuals in Latin American countries has been closely linked to the influence of Catholicism that came with Spanish colonization. Caplan et al., further stated religiosity and perceptions about mental illness there is abundant evidence to suggest that religiosity and spirituality may play a significant role in the mental health and health outcomes related to Latino (p. 590). Quinlan (2010) mentioned that 77% of residents in Common Wealth of Dominica are Catholics as in most West Indies cultures, and prayer is a traditional coping mechanism such as a way to cope with depression, including exercise aerobics (p. 9).
Caplan et al. (2011) noted clinical and public health implications to provide culturally-competent services, primary care providers should consider integrating religious and spiritual practices into health interventions in order to promote overall well-being. The most common in Mexican culture, is curanderismo, a form of Hispanic folk medicine associated with spiritual healing and the maintenance of harmony and balance with nature. Providers need to be aware of and discuss the patient’s belief systems for the patient who acknowledges having a mental health problem, but does not specifically label it as depression, the provider should elicit the patient’s definition of the problem and reflect the patient’s illness label, rather than impose a diagnostic category of depression. Instead, one needs to convey acceptance of these beliefs and at the same time offer hope, encourage self-efficacy, and strengthen the patient’s coping resources. In terms of public health interventions, level of literacy is a key factor that most likely distinguishes participants with less than an eighth-grade education from those with greater education in terms of causal beliefs (p. 605).
Summary
According to Caplan et al. (2011) who summarizes it best when they write, public health campaigns to increase knowledge about depression among this population would therefore entail use of media, such as radio and television for public service announcements. The lay community health advocates could be employed to inform people of biomedical concepts of depression and serve as liaisons with the community and religious institutions (p. 605). If more emphasis was placed on integration rather than migration there would be a decrease of major health issue of people. The multiculture make up of American as Hispanics become the majority, will soon change our view of their beliefs, and the Hispanic culture will influence the American way of life. The Hispanic communities have already been more vocal, and marriages between other cultures will have a causation effect.
Conclusion
In conclusion, the Bible discussed how “the wolf will dwell with the lamb, and the leopard will lie down with the young goat and the calf and the young lion and the fatling together; and a little boy will lead them. Also the cow and the bear will graze, their young will lie down together, and the lion will eat straw like the ox. The nursing child will play by the hole of the cobra, and the weaned child will put his hand on the viper’s den. They will not hurt or destroy in all My Holy Mountain, For the earth will be full of the knowledge of the Lord as the waters cover the sea” (Isaiah 11:6-9, NASB). As we move into the future we will see the continued assimilation of race, creed color and religion. Once this is accepted, what is currently considered chaos, will be one normal practice. It is important to note America was once made up of the majority of European then Asian, and soon the Hispanic will outnumber both. With the changing of immigration laws and the tax structure, there will have a greater number of people immigrating to America. My experience is that the interaction with the peers and learning from each other helps form a new understanding between cultures.

Determine the difference between import and U.S. manufacture. Impose an excise tax equivalent to the difference. The assessed amount per item and set aside in an entitlement account. The money to be used as interest free long term loans to responsible individuals or registered U.S. companies to manufacture nonessential goods covered by the fund. Efficient, manufacturing and labor standards established by industry to be maintained. Project companies are also to be free of corporate taxes for a three year period of time.
Fiscal Responsibility:
Fiscal means: financial or pertaining to the treasury or revenue parts of the government. Responsibility is having a legal or moral obligation to or being accountable for something or someone.
Significance
Although the definition of the two words making up the term fiscal responsibility means having an obligation to or being accountable for the finances or the revenue and treasury departments, the term is used to describe everything from financial reform to tax cuts.

Earmarks: An earmark is a legislative (especially congressional) provision that directs approved funds to be spent on specific projects, or that directs specific exemptions…
Health Care: Is a right and when funded through taxes collected by authorizing a cost spilt across all sector it will be affordable. When HR 25 the fair tax law is passed all individuals will pay according to their purchases.
Most Americans believe, as I did, we should have representation in taxation. We do not, however, when H.R. 25 is passed we will be represented by what we purchase. Which in fact means every individual regardless of their immigration status or race, creed, color, religion or sexual preference, will also be represented. Non-profit organization as well as the rich and poor will pay federal taxes one time, at the time of purchase, thus allowing manufacturers to return to producing items made in America
Abortion:
Abortion is an issue where individuals have taken a stand for or against, as a governments right to force their will against that of a woman and or her spiritual advisers. If a religious group is against abortion then that organization should and must provide the health care and support required for the woman and child. No government should set or pass laws which go against the church because this would be constitutionally incorrect. The separation of church and state is such that the government cannot set any laws that would violate an individual’s religious freedom, however it should be noted that “we the people” have a right to voice our opinion at the polls.
Environment:
The safety of the whole should be protected by one of the organizations, which would be under commerce, a committee made up of representations from each state as represented by our congress.
Education:
The public school system is unconstitutionally structured due to the influence of the Federal Government; the responsibility of education belongs to the parent and the State. The State and a committee should be formed by each State to better organize and equally distribute educational reforms. In order for this to take place a constitutional amendment may be needed, but until such time funds collected by the State for the Federal Taxes as outlined by HR 25 should fund education. No State or community should lack funds for education. A hybrid school system should be formed and cost of education should be reduced and provided free to all individuals. The current school system is teaching evolution and not creation. The teaching of evolution interferes with the right of the assemblies of the church according to the 1st Amendment.
Immigration:
Immigration policies will become a lesser issue when HR 25 is passed. Consumption tax will make money from everyone who buys anything.
To promote freedom, fairness, and economic opportunity, repeal the income tax and other taxes, abolishing the Internal Revenue Service, and enacting a national sales tax to be administered primarily by the States.
1st Amendment:
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
2nd Amendment:
The Second Amendment (Amendment II) to the United States Constitution is the part of the United States Bill of Rights that protects the right of the people to keep and bear arms. It was adopted on December 15, 1791, along with the rest of the Bill of Rights.
In 2008 and 2010, the Supreme Court issued two Second Amendment decisions. In District of Columbia v. Heller, 554 U.S. 570 (2008), the Court ruled that;
The Second Amendment protects an individual’s right to possess a firearm, unconnected to service in a militia [1][2] and to use that arm for traditionally lawful purposes, such as self-defense within the home. In dicta, the Court listed many longstanding prohibitions and restrictions on firearms possession as being consistent with the Second Amendment.[3] In McDonald v. Chicago, 561 U.S. 3025 (2010), the Court ruled that the Second Amendment limits state and local governments to the same extent that it limits the federal government.[4]
10th Amendment:
The Tenth Amendment (Amendment X) to the United States Constitution, which is part of the Bill of Rights, was ratified on December 15, 1791.[1] The Tenth Amendment states the Constitution’s principle of federalism by providing that powers not granted to the federal government nor prohibited to the States by the Constitution are reserved to the States or the people.

A military draft is beneficial because it expands the military in size and age range. A draft provides a quick way for the military to expand its size because of the thousands of people who will be required to join. The military will also benefit from fewer expenses in advertising for recruits. Military drafts help to reach young people who may not be in touch with their government system. People in their early 20s will be required to join the military and learn about how the government functions. Young people are also strong and can bear the military life longer than those who are older.
A benefit of enlisting a military draft is to secure America’s status among other nations. WashingtonMonthly.com published an article by Phillip Carter and Paul Glastris called, “The Case for the Draft.” The authors state that a draft helps America remain as the world’s superpower. A modernized draft would ensure that everyone in the country participates, including the privileged. If everyone participates, the U.S. military will remain one of the largest in the world. The article suggests creating a large number of ground troops with a draft. According to the article, an all-volunteer military will not help America remain as a superpower in the 21st century.
Train and release, after review, individuals incarcerated except for murderers, rapist and child molesters, in return they commit to four years of duty to help protect America in foreign lands. Upon receiving an honorable discharge, four years of college or cross trained into another field.
Entitlements:
Anyone receiving benefits, due to unemployment, from the government other than Social Security, Education and or Medical care should be required to either be in a school cross training, education or performing a voluntary service to the community for three hours per work week day, during the time they are unemployed and receiving assistance.
Social Security:
The age for those to start paying into a new social security system should be 13 years of age and these individuals age of retirement will be 70 years old, all others will continue in the current system with funding coming from taxes collected pursuant to the passing of HR 25.
Medicare or medical coverage:
Is a right and will be funded by taxes collected from HR 25.
The two party systems have failed. We the people must form a new system. A third political party made up of Citizens for a Better America which would make government more competitive. Politicians have become richer at the expense of the poor and middle classes. No one serving the people should, while in a political office, benefit personally from the holding of such office that they were elected into for the purpose of serving the people.
Citizens, stop supporting individuals with your time and money who are only running for office for their own political gain, but support those who will defend your constitutional rights of freedom to educate and teach your children your own ethical and moral standards.
It is about time that “we the people” stand up and use what God gave us. Our future is derived from the use of that which we have learned. To believe in our current system of governmental operation would require re-writing history. Educating our children to spend everything we may have accumulated and counterfeit money to spend more, is not the American way, we the people must take back our government.

OBJECTIVE:
To establish a condition which will enable or allow U.S.A. manufacturers to compete with foreign imported products. To manufacture at least 62 to 72 percent of non-essential items sold in the United States on American soil until such time the Fair Tax bill HS25/S296 is modified and passed.
DESCRIPTION:
The meaning of nonessential is described as products not required for basic survival. The number of these items we purchase every day is staggering, beyond one’s imagination. Furthermore to base our livelihood on tourism, service industries and continued technological advances, which may be ready for market in the near future is absurd, and unrealistic. Using this agenda, sitting and waiting, we are essentially waiting for the rest of the world to NEED us. This is no way to turn our economy around. Our exports principally involve agriculture, agricultural equipment, military equipment and automobiles.
To remain solvent and secure we have to manufacture the majority of products sold in this country on American soil. Regardless of this fact, the nonessential products will cost a little more. Those who are either protecting their own position or lack “street smarts” will say Americans are hurting now, it cannot be done. With that kind of thinking, they could be part of a mathematical group that scholastically placed the United States number twenty six (26) in the world “Production,” China ranks number one. Remember, money re-circulated within the country produces the foundation for expansion. The object is to attract investment by those who have money in opposition to our government borrowing from countries selling us products. Once in business, owners will inevitably develop new products, many suitable for exportation. All of which generates higher paying jobs and benefits.
The equal opportunity manufacturing program insures stability of product pricing. In other words, cost will not be affected by the noncompetitive labor of other countries.
RATIONALE:
Failure to recognize imports far exceeding exports is inexcusable. Political parties and elected personnel steering clear of issues that might affect their future is not acceptable. Since when can a family, company or country continually spend more than it produces? Our annual trade deficit has progressively escalated for many years. In 2010 the deficit exceeded the highest amount recorded in our history. In fact we are outsourcing our military to private security companies whose main objective is to make a profit not to defend our country.
The political position of other countries could change at any moment. Energy and transportation may be delayed or discontinued at any time. Last but not least, it is understood that an unfavorable percentage of our military equipment or parts are also manufactured in other countries. This places our armed forces in a highly vulnerable precarious position. We should be very proud of our military. Keep in mind that every soldier depends on teamwork for survival. Failing to do our part by supporting home based manufacturing could result in non-military personnel having to deter insurgents at our back door.
Yes, there are benefits with free trade, greater stability, understanding and generally an improved level of security. It’s better than trying to buy an alliance by giving money away, “in moderation” which also applies. We must remember, moderation as measured by the rich would be greater than that measured by the middle class and the poor.
Visit several of your local retail establishments. Check labels for country of origin. No leader, council, senator, congressman or citizen in service of his or her country, should have ever allowed import goods to far exceed an equitable level. Common sense suggests no more than 28 to a maximum of 38 percent of that which we use. Not 85 percent manufactured in other countries. Today we suffer high unemployment and economic failure because of our lack of attention to protect our land and family. Now we as Americans fear the end of the year when we have to file our tax forms only to pay the Government (city, state and federal) approximately forty percent of our income.
Whether well to do, average, or working pay check to pay check, we are all owners, partners, and stockholders in this country. If we fail to use common sense, others worldwide will reap the rewards. Is losing that which our predecessors built, protected with life, and limb and freedom, important to you? Stop for one moment! If you are not already experiencing that which you never expected, imagine your family living with the consequences. Wondering where the next meal is coming from and forced to live under government control. We are teetering on the brink of no return. Prompt action is required to reverse this condition. This should include the restructuring of our education, health care and how we pay taxes.
BACKGROUND:
Our system of government, with all of its shortcomings, has outlasted every other political regime in spite of ourselves. The attempt to do what is right must be respected by a higher authority or we would have failed a long time ago. Our constitution was written by individuals honestly concerned with life, liberty, justice and the pursuit of happiness. Since then elected personnel added many laws. Some serve the good of mankind, while others were designed to benefit a limited number of citizens because of our tax laws.
More recently changes in policy and regulations or lack of enforcement, enabled irresponsible actions within the financial industry. Terrorism and military response as well as the unsupported debt of American citizens further escalated economic instability. “The American Dream” has been reduced to a struggle for survival for millions of families because of business outsourcing due to our tax requirements.
Like other societies the world over, we have jeopardized the future of our country by failing to stress the importance of family values.

Early settlers opposing the original inhabitants of this land learned a valuable lesson. The tribe functioned as a democracy. Supporting the Nation meant protecting the land, community and family. This knowledge carried forward for generations. This allowed each state to govern themselves as a Federation. We worked as one Nation to provide for the good for all Americans.
The industrial revolution altered our concept of existence whereby the pioneer spirit slowly diminished. It changed from teaching our children basic fundamentals, such as how to survive, make and repair things; to expecting finished goods, one might say, “on a silver platter“. In addition there is a lack of desire for the younger generation to protect and defend this Federation (Individual States joined together to defend the rights of the whole.)
Striving to produce a better life for our children reflects good sound logic. It also leads, however, to self-indulgence as well as living beyond our means. Goods and services could be purchased without saving. This condition frequently results in divorce with offspring suffering the consequences. Working parents ultimately passed on the responsibility of teaching their children to public and private schools. To fill the shoes of a good, loving mother and/or father and function as an enthusiastic educator is close to impossible, which has now lead to the destruction of family values, traditions and a skilled labor force.
Instructors are historians, stimulating young minds to store and recall that which humans have discovered. The vast majority of teachers have little or no experience in physical implementation of that which they pass on to our children. Furthermore, it is difficult to avoid influencing students with their own opinions. This could be good or bad, but without firsthand experience more than likely it will produce marginal results. Without families passing on “Street smarts” as it may be referred to today (that is practical knowledge or an apprenticeship) decisions frequently lack foresight. In history, each generation passed on to the next the concept that a university degree was the key to “The American Dream”. The rethinking and restructuring of how our children are taught has changed their perception of values and traditions.
Today many of our children are part of the work force and a large portion searched for avenues of personal gain regardless of how it might affect their brethren. The essential foundation, upon which this country was built fell by the wayside. Creativity no longer meant using local talent and resources within our country. It could be purchased for less in other parts of the world. Contributing to this dilemma included corporate taxes, environmental protection issues and employee unions. This either forced local companies manufacturing similar products to follow suit or go out of business. Manufacturing currently represents a small percentage of our economy. Astonishing, yes! Therefore, who is responsible for overbearing unemployment and poor economic conditions?
SO, WHERE DOES THE RESPONSIBILITY START?
It is someone else’s fault….right?
Well:
1. Who allowed political parties to place candidates obligated to satisfy favors or for financial support; often leaving us with a choice of selecting one we would otherwise not consider at all? Given this we have to elect and form a third political party made up of Citizens for a Better America ( (www.cfabamerica.com )
1. Who made the filing fees for running for political office, out of reach for the average citizen? Cost for the 2008 election exceeded one billion dollars and forced many good leaders out of the arena of the government political system. In many cases the funding came from sources unknown to the American people. These funds could have been used in community assistance programs (CAP)
1. Who allows sponsors, corporations, unions, etc. to spend millions in support of candidates to secure a government position? To think large amounts of money is spent without a return on investment is ludicrous. Had we not had tax shelters or the IRS the funding would not have been provided and each candidate would have free access to the media.
1. Who permits salaries and benefits of federal, state and community to hold offices to exceed that of the average amount paid within private enterprise?
1. Who permits lobbyists, governments, associations, unions, corporations and more to influence our elected employees and sub offices to see things their way?
1. Who has the right to vote, yet fails to participate in selecting individuals with objectives that will honestly serve country and family?
You know who! “You the average American Citizen”
The Nation – country, state, county, community and finally the family is our responsibility, “yours and mine.” Failing to do our part, as owners, proprietors, of that which we support, and pay for, will collapse our society and the freedom we cherish before our eyes. Has it already happened? Look around… we have single parent homes, and the increased number or our citizens incarcerated.
Let’s get things straight. Historically, our position has always been to react to problems after the fact. We must turn around and plan ahead for the future or other countries will do it for us. Is that what you want? Is it possible to reduce the Federal Government by thirty percent and turn responsibilities back to our Governors of each State?
Ok, let’s climb out of the first pit by reinstating lost jobs resulting in a strong economy. The second mountain to scale is to structure government to run as a cost conscious entity helping to save families. Only then can we expect a balanced budget, as well as maintain a positive cash flow position. ACTION:
Bill to be submitted through Congress approved and implemented within months not years. The future of our nation is at stake. We cannot afford to allow personal motives to further jeopardize our country and family Operation “BRING IT HOME” to be established upon approval of the bill designating specific duty and minimum time allowed.

Those who profit from keeping things as they are will use every means at their disposal to stop America from growing. Protecting their own position in opposition to “remains what’s best for our country“, workforce and families. The fact is that manufacturing only represents about fifteen (15%) of our economy. To say, we have digressed from the industrial capitol of the world to depending on everyone else to satisfy our requirements is unrealistic. We are responsible for this we should not try to pass on our responsibility to others. Our passive attitude enabled others to make decisions for us. Elected officials work for us the American citizen. To protect the family involves paying attention to the fine print to defend the principles upon which this country was founded. Enforce that which we know to be constitutionally correct.
As citizens, and owners of this great and beautiful land we must pull together and serve as directors instead of followers. To be led, told what we want to hear and act as if we were peasants, accepting the consequences, should be an insult to our intelligence. Your thoughts and action are necessary.

PROCEDURE “BRING JOBS HOME: MADE IN AMERICA”
1.A. Categorize a list of all non-essential merchandise imported into the United States. Data to include monthly/annual volume, type, style, model, numbers, etc. Necessary ingredients not available or cannot be sourced within our country without depleting raw material supplies are excluded. It must be understood Homeland Security must not be compromised by depending on foreign sources.
1.B. Establish the cost of freight from port of origin to U.S. port/s of destination. This is to include, import duty if any, customs brokerage, port and transfer expenses. Also establish the average inland freight expense to service all points throughout the U.S.
1.C. Compile cost of U.S. manufacture data from within our own factories…Minimum and maximum levels based on volume, materials, location, labor, etc. Establish cost plus reasonable marketing and profit margin figures. Data chief financial officers prepare for any new or existing business daily.
1.D. Determine the difference between import and U.S. manufacture. Impose an excise tax equivalent to the difference of the assessed amount per item and set aside in an entitlement account. The money to be used as interest free long term loans to responsible individuals or registered U.S. companies to manufacture nonessential goods covered by the fund efficiently manufacturing and labor standards established by industry, to be maintained. Project companies are also to be free of corporate taxes for a three year period of time.
1.E. Publish data and accept proposals for manufacturing. Loans to be determined by the extent of unemployment per state. This will induce states, counties and cities to further support manufacturing with incentives. Should available financing exceed that used within a reasonable period of time, other states in order of unemployment level may request excess funds for financing.
1.F. All data in items (A through D) are readily available from private and Government sources. A reasonably accurate example of import vs. U.S. manufacture is covered in Appendix C and D.
1.G. The import of nonessential goods is expected to continue, regardless of U.S. Manufacture. That is unless the foreign supplier capitalizes on the opportunity by operating a registered U.S. company on American soil. The excise tax revenue to be used only as specified to enhance U.S. manufacturing for as long as unemployment exists. Surplus revenue, if any, to be used in order of importance for: education, health care and social security.

PROJECT “BRING JOBS HOME; MADE IN AMERICA”
Response commentary:
1.1. Post war Germany and Japan produced many low cost non-essential items. Generally inexpensive duplicates of items sold within the United States. Quality was something left to be desired. As money started pouring in, quality improved, eventually surpassing that of U.S. manufactured products.
1.2. You have to plant the seed before one can smell the roses.
1.3. Essential items:
Energy
Transportation, autos, trucks, aircraft, ships. etc.
Food
Clothing and shoes, etc.
A review of the import registrar will enable exclusion of essential materials.
1.4. The percentage of funding available per state is dependent upon the extent of unemployment.
1.5. The “equal opportunity manufacturing program” will give the affluent a reason to invest in American land based enterprise. It will also generate renewed interest in trading stock.
1.6. All candidates for congress and the president to be required to have at least five (5) years management experience within private enterprise. The equivalent in military leadership is acceptable.
1.7. All essential goods have escalated many times in retail pricing. Non essential products have increased only slightly. This demonstrates the focus of labor Unions or their effect on private enterprise.
1.8. Question? What authority do we have on a direct basis to eliminate members of congress and the senate?

NON ESSENTIAL PRODUCT IMPORT VS MANUFACTURE
The consumer purchase cost is approximately 26 per cent more for the U.S. manufactured vs. the imported product. The excise tax for this one item produces more than one hundred thousand dollars ($100,000) per month. The amount of money generated by this and thousands of other products will more than provide sufficient financing of manufacturing on American soil. Of the consumer purchase price approximately 18.% is used to support labor and associated taxes.
Approximately 21.5% of the selling price of one item is the overhead, circulated throughout the community including profit and corporate taxes. Materials used in the manufacture of this one item exceed more than six million dollars ($6,000,000) annually. All of which could be outsourced within the United States. Money re-circulated within our country multiplies jobs, something has to be done about the overwhelming government debt. Made in the U.S.A. further reduces our trade deficit. This is the first solid “shovel ready” step.

The direction and impact of increased productivity, shipping, and the defense of the United States is the direction to make Puerto Rico the 51st State. By not taking action, we are not only jeopardizing the Island itself but we will be jeopardizing the United States. The non-productivity of a country is a socialist and communist movement which is shown by the impact of what is taking place in Cuba and Venezuela. We should shift and direct the colony of Puerto Rico to become a state. Congress needs to declare Marshal Law in order to bring the leadership of Puerto Rico to scrutinize and focus on infrastructure and productivity.
(The question to be asked, “Is Russia and China involvement in Venezuela a threat to the security of the United States?” Included in the article is; what’s going on in Venezuela, what happened in the Cuban crisis and also in Haiti.

On September 28th, The President of the United States wavered the Jones act. The waiver will guarantee the needed equipment to repair infrastructure damaged by the hurricane and restore emergency services.
After the 10-day period, the waiver can be extended if needed, DHS spokesman David Lapan told CNN. He said the waiver was approved after it was determined that doing so was in the interest of national defense.

WASHINGTON (Reuters) – “The Trump administration on Tuesday denied a request to waive shipping restrictions to help get fuel and supplies to storm-ravaged Puerto Rico, saying it would do nothing to address the island’s main impediment to shipping, damaged ports.
The Jones Act limits shipping between coasts to U.S. flagged vessels. However, in the wake of brutal storms, the government has occasionally issued temporary waivers to allow the use of cheaper, tax free or more readily available foreign-flagged ships.
Puerto Rico has long railed against the Jones Act, saying it makes the cost of imported basic commodities, such as food, clothing and fuel, more expensive.
After Homeland’s denial, Senator John McCain, a Republican and a longtime opponent of the Jones Act, sent a letter to Duke asking why the department decided against the waiver. He asked the department to detail the costs of shipping goods from Florida to Puerto Rico versus the costs of shipping from Florida to the Virgin Islands, which has a permanent Jones Act exemption.
“It is unacceptable to force the people of Puerto Rico to pay at least twice as much for food, clean drinking water, supplies and infrastructure due to Jones Act requirements as they work to recover from this disaster,” McCain said in the letter, a copy of which was seen by Reuters.”
“Our dependence on fossil fuel imports by sea is hampering the restoration of services,” said Juan Declet-Barreto, an energy expert at the nonprofit group the Union of Concerned Scientists. The refusal to allow the waiver “is raising fears on the island that they are going to be left behind in this disaster.”
The United States shipped an average of nearly 770,000 barrels of crude oil and oil products like gasoline and diesel annually to Puerto Rico from 2012 to 2016.
Supporters of the Jones Act, including ship builders, have said it supports American jobs, including ones in Puerto Rico and keeps shipping routes reliable.

Bring back draft, all 18 years serve one year. The young men and women of Puerto Rico are drafted into the military in order to restructure the country and to provide them with education/motivation/income to create a state government “by the people for the people.”
A military draft is beneficial because it expands the military in size and age range. A draft provides a quick way for the military to expand its size because of the thousands of people who will be required to join. The military will also benefit from fewer expenses in advertising for recruits. Military drafts help to reach young people who may not be in touch with their government system. People in their early 20s will be required to join the military and learn about how the government functions. Young people are also strong and can bear the military life longer than those who are older.
A benefit of enlisting a military draft is to secure America’s status among other nations.
WashingtonMonthly.compublished an article by Phillip Carter and Paul Glastris called, “The Case for the Draft.” The authors state that a draft helps America remain as the world’s superpower. A modernized draft would ensure that everyone in the country participates, including the privileged. If everyone participates, the U.S. military will remain one of the largest in the world. The article suggests creating a large number of ground troops with a draft. According to the article, an all-volunteer military will not help America remain as a superpower in the 21st century.
Train and release, after review, individuals incarcerated except for murders, rapist and child molesters, in return they commit to four years of duty to help protect America in foreign lands. Upon receiving an honorable discharge they can choose four years of college or cross trained into another field.

Anyone receiving benefits, due to unemployment, from the government other than Social Security, Education and or Medical care, should be required to either be in a school, cross training, education or performing a voluntary service to the communities for three hours per work week day, during the time they are unemployed and receiving assistance.

The Puerto Rico Status Debate: Why Congress? Why Now?
One hundred years ago, Puerto Rico became a part of the United States in settlement of the Spanish-American War. Nineteen years later, the United States granted U.S. citizenship to the Island’s inhabitants. Using its authority under the “territorial” clause of the U.S. Constitution, Congress over time has extended a measure of local self-rule to the American citizens of Puerto Rico. The current structure of local government, commonly known as “Commonwealth” was enacted in 1952.
A bill (H.R. 856) sponsored by House Resources Committee Chairman Don Young (R-AK) recently passed the House under which the voters of Puerto Rico would be asked to choose whether to continue the current status, or to begin a process that could lead either to statehood for Puerto Rico or independence. A companion bill has been introduced in the Senate by Senator Larry Craig (R-ID). On April 2, the Senate Committee on Energy and Natural Resources will begin its consideration of this issue.
MEANINGFUL SELF-DETERMINATION FOR PUERTO RICO MUST BE DIRECTED BY CONGRESS
* Because Puerto Rico is a territory, it cannot address status issues on its own. In fact, all issues relating to the territories governance are vested directly with the Congress, as prescribed under the Territorial Clause. Congress, and only Congress, can ultimately make decisions regarding the political status of territories.
* Puerto Rico is currently undergoing a constitutional crisis. The results of a 1993 local referendum in Puerto Rico suggests that a majority of the U.S. citizens on the Island do not support the current status, a result that should be of serious concern nationally. It is an American principle that government must have the consent of the people; when that consent is lost, a new consensus must be found.
* The U.S. Senate has agreed that meaningful self-determination for Puerto Rico can only be achieved with Congressional intervention. Following the approval of a 1979 Senate resolution reaffirming Puerto Rico’s right to self-determination, the then chairman of the Energy & Natural Resources Committee stated that “an exercise of self-determination by Puerto Rico, in order to be meaningful, must have the status options precisely defined by Congress.” In 1990, the Energy Committee called this the “guiding principle” in the approach taken in consideration of the Island’s political status.
* The American citizens of Puerto Rico have requested Congressional action. Traditionally in the United States, territories petition Congress to begin a process of considering the status issue. That is what has taken place here. In the last ten years, the people of Puerto Rico have requested Congressional action on a resolution to the political status of the Island on numerous occasions. In 1988, the leaders from the three political parties of Puerto Rico formally requested the President and the Congress to sanction a referendum on the preference for future political status. The state Legislature of Puerto Rico asked Congress in 1993, and again in 1997, to work with the people of Puerto Rico on a final resolution to the status problem. The 1997 Joint Resolution of the legislature specifically called upon Congress to “respond to the democratic aspirations of the American citizens of Puerto Rico,” as it did in the case of other U.S. territories, including the thirty-seven territories that became states after the original thirteen colonies formed the original Union.
A VOTE FOR SELF-DETERMINATION DOES NOT MEAN STATEHOOD FOR PUERTO RICO
* H.R. 856 and S. 472 are process bills, not statehood bills. Legislation currently under review by the Senate merely asks the voters of Puerto Rico to select their preference among three status options, Commonwealth, as properly defined under Federal law; a process that could lead to statehood; and a process that would lead to independence. Were a majority to select the statehood process, a lengthy period of negotiations — up to ten years — regarding the terms and conditions of possible statehood would ensue. During that period, both Puerto Rico and Congress would have the option to stop the process altogether. If at the end of the ten year “transition” period Puerto Rico’s voters wanted to move forward, a separate Act of Admission would have to be introduced, debated, and enacted into law by Congress before Puerto Rico became a state. Congress, and only Congress, in separate enabling legislation, can admit a state.
FAILURE BY CONGRESS TO ACT ON SELF-DETERMINATION IS THE COSTLIEST OF ALL OPTIONS
* The current “Commonwealth” system was designed to support economic subsidies to Puerto Rico which have grown to be extremely expensive. A recent study by two prominent Harvard economists found the cost of Commonwealth to be in excess of $10 billion a year. As a Commonwealth, Puerto Rico lacks the tools and flexibility to compete economically in a level-playing field with the States and foreign countries, thus perpetuating economic dependence on the U.S. Treasury. Under these circumstances, the cost of Commonwealth can only increase.
* The same study concluded that if the voters of Puerto Rico, and ultimately Congress, chose statehood, the American taxpayer would see a net reduction in Federal spending in Puerto Rico of between $2.1 and $2.7 billion, with greater savings in the future as the Puerto Rican economy fully realizes its potential as a state. Thus, a change in status potentially could save the taxpayer billions, while continuation of the current status will only result in increasing subsidies over time.
* Similarly, the General Accounting Office in 1995, using static analysis, concluded that the Treasury would see a net benefit of $50 million as a result of bringing Puerto Rican Americans into the Federal income tax system (they currently pay into social security and the unemployment system). As incomes on the Island were to increase as a result of a better economy, Treasury tax revenues would as well.
The authority for admitting new states into the union is vested solely in the Congress of the United States by Section 3 of Article IV of the Constitution which states:
“New States may be admitted by the Congress into this Union; but no new State shall be formed or erected within the jurisdiction of any other State; nor any State be formed by the junction of two or more States, or parts of States, without the consent of the legislatures of the States concerned as well as of the Congress.”
The constitutional issue arises when Congress attempts to bind the new state to the conditions for statehood after it has achieved that status. The “Equal Footing Doctrine” provides that the states admitted to the Union subsequent to the approval of the federal constitution are to be entities of equal status with the original thirteen states. Article IV, Section 3 of the Federal Constitution grants Congress the authority to admit new states to the union. The varying powers and the authority of “states” within the federal framework are defined by the Federal Constitution. Were Congress permitted to exact permanently binding restrictions on state authority as a condition for admission to the Union, the relationship between Congress and all states admitted after the original thirteen would be ultimately determined, not by the Constitution, but by Congress itself. Such a situation would fly in the face of the clear intent of the framers.
Thus, any congressional restrictions or expansion of state authority in its statehood enabling acts cannot bind the state under Congress’ Article IV, Section 3, and authority to admit new states. Congress, however, yields powers under the Constitution, pursuant to which it can legislate with respect to the states. If a conditional admission to statehood is to be binding in the future, it must be done pursuant to the constitutional legislative powers granted to Congress over all states. Congress may, therefore, include in an enabling act conditions relating only to matters within its sphere of powers, such as regulation of interstate commerce and disposition of public finds. Such conditions take their binding effect from Congressional legislative power over the states, not from an extortion of conditions for statehood.

Official admission to the Union requires Congress to draft… and the president to sign…a bill called an “enabling act.” For Puerto Rico to become a state, it would need to convince Congress and The President that statehood is not only in the best interest of the Puerto Rican people, but in the best interest of the United States as a whole. The U.S. Senate and the House of Representatives would need to approve the statehood admission by a two-thirds majority vote [source: The Week].

Political power. Right now Congress can do whatever it wants, and Puerto Rico has no say. With statehood, Puerto Rico will have six representatives and two senators in Washington. That would give Puerto Rico similar political power to South Carolina and Colorado.
The benefits of statehood is in real dollars. Being a territory has Puerto Rico’s economy in a rut. If Puerto Rico had become a state in 1994, the average Puerto Rican would be earning $1,300 more by the year 2000. Had Puerto Rico become a state in 1955, today Puerto Ricans would be earning at least $6,000 more a year, and be more than $100,000 better off.

The increased production facility, increased shipping lines, adding new military enforcements, drafting young men and women, re-structuring Puerto Rico making them the 51st state would not only ensure the income of the members of the 51st state but would also increase the productivity and consumption of goods manufactured in Puerto Rico and the open shipping lines.

For 520 years, Puerto Rico has been a colony of Spain first, and of The United States since 1898. It is the oldest colony in the world.
Conservative U.S. presidents encouraged Puerto Rico to make a permanent decision about their political status. This was the case of the Task Force established by President Clinton to deal with our status issue. It was followed by both presidents Bush’s and Barack Obama’s respective White House Reports on Puerto Rico Status in 2005, 2007 and 2011.
On November 6, 2012 the people of Puerto Rico held a plebiscite to make a decision on the island’s status. The ballot consisted of two questions, and the results were as follows:
•Do you agree that Puerto Rico should continue to have its present form of territorial status (Commonwealth)?
•Yes: 46 percent
•No: 54 percent
•Irrespective of your answer to the first question, indicate which of the following non-territorial options you prefer.
•Statehood: 61 percent
•Independence: 5 percent
•Sovereign Free Associated State: 33 percent

Twenty three percent of Puerto Rico’s eligible citizens went to the polls, and 97 percent of them voted to make Puerto Rico America’s 51st state. That’s about half a million people. The vote was non-binding, and because of the low turnout, it might not be enough to persuade Congress to convert Puerto Rico from a commonwealth to a state. Puerto Rico will be holding another vote on the issue in October and hopes for a larger turnout.
One of the things that would change if Puerto Rico were to become a state, is the official American flag. U.S. federal law requires that another star be added when a new state joins the union.
Puerto Rico has held five other votes on statehood in the past — in 1967, 1991, 1993, 1998 and 2012. The 2012 vote was the first time that Puerto Rico voted in favor of becoming a state.

The island’s deep and long-lasting recession has made its debt position unsustainable. But the latest fiscal plan imposed by the US commonwealth’s federal overseers openly assumes that a Venezuela-scale depression will somehow bring about recovery.
SAN JUAN – Puerto Rico’s deep and prolonged recession has led to a severe debt crisis. And the combination of economic contraction and massive liabilities is having dire consequences for the island.
Everywhere in the United States commonwealth, private-sector jobs are being lost. Total employment in Puerto Rico has fallen from 1.25 million in the last quarter of the 2007 fiscal year workers to less than a million almost a decade later. Without employment, large numbers of Puerto Ricans (who are US citizens) have emigrated. But, despite this flight, the unemployment rate is now 12.4%. Without job prospects, the labor participation rate has plummeted to 40%, two-thirds of the level on the US mainland. About 60% of Puerto Rico’s children live in poverty.
The commonwealth’s debt position is clearly unsustainable, and its economy will be able to recover only if it gets a fresh start. But, unlike US municipalities, Puerto Rico is not protected by the US bankruptcy code. It is well known that decentralized bargaining processes for debt restructuring often lead to disastrous outcomes, with the relief obtained being insufficient to restore debt sustainability.
Congress must illiminate the IRS and establish a consumption tax.
This would relieve the burden of not only the 51st state but all 50 states, all of which are sovereign under the writing of the Constitution.
Amendment XVI
“The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several states, and without regard to any census or enumeration.”
The IRS was not established in the constitution.
The IRS was established by Congress who had the right to collect taxes.
Congress does not require a Constitutional Amendment to close the IRS under the 16th Amendment.
Congress needs to approve HR 25 and close the IRS.
To promote freedom, fairness, and economic opportunity by repealing the income tax and other taxes, abolishing the Internal Revenue Service, and enacting a national sales tax to be administered primarily by the States, the States would receive 2 percent federal sales tax to go toward healthcare and education after closing the Department of Education and Obama Care according to the 10th Amendment.
“The Fair Tax Act (H.R. 25/S. 13) would apply a tax once, at the point of purchase on all new goods and services for personal consumption. The proposal also calls for a monthly payment to all family households of lawful U.S. residents as an “advance rebate” of tax on purchases up to the poverty level.[2 (Fair-Tax) The sales tax rate, as defined in the legislation for the first year, is 23% of the total payment including the tax ($23 of every $100 spent in total—calculated similar to income taxes). This would be equivalent to a 30% traditional U.S.A. sales tax ($23 on top of every $77 spent—$100 total, or $30 on top of every $100 spent—$130 total).[5] After the first year of implementation, this rate is automatically adjusted annually using a predefined formula reflecting actual federal receipts in the previous fiscal year.
The effective tax rate for any household would be variable due to the fixed monthly tax rebates that are used to “untax” purchases up to the poverty level. [3] The tax would be levied on all U.S. retail sales for personal consumption on new goods and services. Critics argue that the sales tax rate defined in the legislation would not be revenue neutral (that is, it would collect less for the government than the current tax system), and thus would increase the budget deficit, unless government spending were
equally reduced.[5]

In addition to the fact that the federal government has taken money out of the Social Security and used it for frivolous purposes, this money must be returned to the people.

Welfare:
The only way to decrease welfare is to educate, empower and employ our young. Currently we are working on a program which will train our citizens to earn a better income and survive. A hands on training along with on the job training, teaching by using a hybrid school system, where online classrooms and parents are working jointly to reduce poverty and the interaction of the assemblies, regardless of their doctrine.
The amount of regulations prohibiting the religious organization from feeding, clothing and sheltering the population, has a greater cost to the Government which is leading us to a socialist nation. We will always help those that have need for our help, but that number can be reduced and become manageable with proper training.
Steps required to prevent terrorism:
1. Congress must declare war before the military is deployed. America gets pulled into too many proxy wars because Congress doesn’t adhere to the Constitution. The United States hasn’t declared war since 1942. The last time one of our enemies surrendered was 1945. Putting “boots on the ground” is not declaring war.
2. Congress must identify America’s enemies. This includes calling radical Islamic terrorism, radical Islamic terrorism. The military fails at nation building because policing others is not its purpose.
3. Congress must overhaul the rigid promotion system in the military. Commanders should have the authority to promote subordinates based on merit. The military’s brain drain is a byproduct of government inefficiency.
4. Congress must reform the procurement and contracting process. Waste, fraud, and abuse are rampant in our military. Just because someone says it helps our military doesn’t mean it helps our military.
5. Congress can fight careerism in the military with pension reform. Our military needs a culture of candor. Pension reform safeguards against “yes men.”
6. Congress has the opportunity to improve military transition programs by integrating willing private sector entrepreneurs. America’s private sector needs the loyalty, commitment, problem solving, discipline, perseverance, respect, character, willingness to learn, punctuality, organization, and productivity of veterans.
7. We can fulfill a moral obligation and reverse the politics health care by reforming veterans’ healthcare. Demonstrate that individuals can make rational decisions and that free market solutions provide better care, are more cost effective, and are more responsive to the consumer. An effective veteran healthcare system also shows future military members that the American people will care for them if they sacrifice for their country. Congressional conservatives can (and should) win this issue today. This is the issue that will destroy progressivism in the United States. Go on offense.

Despite this, climate change has been the alleged motivation for numerous policies, which, for the most part, seem to have done more harm than the purported climate change, and have the obvious capacity to do much more. Perhaps the best that can be said for these efforts is that they are acknowledged to have little impact on either CO2 levels or temperatures despite their immense cost. This is relatively good news since there is ample evidence that both changes are likely to be beneficial although the immense waste of money is not.

Article 1, Section 8 of the U.S. Constitution does not authorize Congress to legislate in the area of the environment, therefore, it is unconstitutional. All 50 states of the Union have their own version of the EPA as authorized under the 10th Amendment. There is no need for a federal agency. The states of the Union can handle their own environmental needs as authorized by their legislatures.
Wake up every one! God has been regulating the temperature of this planet for thousands of years. The very idea that a government entity can control the weather or the temperature of the planet by regulating the amount of CO2 that we emit into the atmosphere is preposterous!
So, is any of this really happening? The answer is no. None of this is true! As a matter of fact, most scientists do not agree with this man-made global warming theory and have offered sound scientific data debunking the myth. Here are just a few of the many proofs that have been provided:
There is no convincing scientific evidence that human release of carbon dioxide, methane, or other greenhouse gases is causing or will, in the foreseeable future, cause catastrophic heating of the Earth’s atmosphere and disruption of the Earth’s climate.
