Members of Congress, news media and United States citizens of America.Article written concerning the legality of the President of the United States and the failure of Congress!
I Charles Frederick Tolbert come to you as your servant who has been chosen to be in a position to speak to you about the return and the enforcement of the United States Constitution by the Congress who are our representatives that we have voted for.
Unfortunately the states and congress are not following the rules of electoral votes and that the 12th amendment and the 23rd amendment does not allow the president and the vice president to be on the same Ticket. The political parties that want to use the popular vote are leading us to socialism whereas the electors which are the representatives from our states which include the representatives and the Senate of Congress is constitutionally correct.

History of the Electoral College
The Electoral College is a process, not a place. The founding fathers established it in the Constitution as a compromise between election of the President by a vote in Congress and election of the President by a popular vote of qualified citizens.
The Electoral College process consists of the selection of the electors, the meeting of the electors where they vote for President and Vice President, and the counting of the electoral votes by Congress.
The Electoral College is a body of electors established by the United States Constitution, constituted every four years for the sole purpose of electing the presidentand vice president of the United States. The Electoral College consists of 538 electors, and an absolute majority of 270 electoral votes is required to win election. Pursuant to Article II, Section 1, Clause 2, each state legislature determines the manner by which its state’s electors are chosen. Each state’s number of electors is equal to the combined total of the state’s membership in the Senateand House of Representatives; currently there are 100 senators and 435 representatives.[1][2][3] Additionally, the Twenty-third Amendment, ratified in 1961, provides that the District of Columbia (D.C.) is entitled to the number of electors it would have if it were a state, but no more than the least populated state (presently 3).[4] U.S. territories are not entitled to any electors as they are not states.[5][6]
Over the last several years we have seen the complete disregard of the constitution and the false information from the news media radio, television and newspapers.
The president may make treaties, which need to be ratified by two-thirds of the Senate, and is accorded those foreign-affairs functions not otherwise granted to Congress or shared with the Senate. Thus, the president can control the formation and communication of foreign policy and can direct the nation’s diplomatic corps. The president may also appoint Article III judges and some officers with the advice and consent of the U.S. Senate. In the condition of a Senate recess, the president may make a temporary appointment.
Article II, Section 3, Clause 3 also authorizes the president to adjourn Congress if the House and Senate cannot agree on the time of adjournment; no president has ever had to exercise this administrative power.
There are those who have been assigned throughout the Old and New Testament to reinforce not only the standards as written by the 13 colonies when the Constitution was written and the 10 amendments which was added to ensure that the United States of America Congress, supreme court and Executive Branch follow the Constitution.
Many of the believers believe that God is our protector yet they do not understanding Isaiah 42:1-4.

I come before you as a servant of God. I present to you the complete violation of Congress and the Supreme Court and the lack of allowing the executive branch to comply with the constitution.
The Constitution explicitly assigns the president the power to sign or veto legislation, command the armed forces, ask for the written opinion of their Cabinet, convene or adjourn Congress, grant reprieves and pardons, and receive ambassadors.
Therefore The president has a right to investigate fraudulent action of any member of the United States to include Congress, the Supreme Court and his staff.
The letter presented to the president concerning the FBI, CIA and homeland security was written and presented to the president in February 2018.
Why should the FBI, Homeland Security and the CIA be investigated and re-established into one department? The FBI has clearly violated the Constitution since its existence, and needs to be brought under control by The President of The United States in order for the USA to continue as 50 Sovereign States.

The news media violates, (radio television and newspapers), and missed directs the population of the citizens of the United States of America who do not fully comprehend the constitution.
American universities have professors speaking and saying words that are totally out of content with the constitution and they’re quoting and making comments without backing their information with article or amendment of the Constitution.
When in 1871 Congress changed the constitution and formulated the corporations we were no longer allowing the United States of American citizens to vote as pursuant to the constitution.
Congress which is the representatives from our states and the Senators are no longer writing laws that are constitutionally correct, therefore the president has a right not to enforce these laws because they are in fact a violation and as the commander-in-chief the first responsibility is to protect our borders.
Our congress has led us to socialism.
Needless to say Soros an Romney own our voting machines. In fact many of the newspapers radio stations and television stations are being funded by the same two individuals.

I’m asking the listeners and the readers of this presentation to read the first, second and third article of the Constitution and to read the bill of rights (amendment 1 through 10) and the 12th and 23rd amendment.
Article III, Section 3, which continues:
“No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court.”
The narrow definition of treason is a central feature of American exceptionalism and a sibling to the First Amendment’s protection of freedom of speech.

Beloved people of the United States of America I request that you open your Bible and read the constitution simultaneously. You will then understand that there are a group of individuals in the United States of America and in our federal government, our universities and our major corporations that do not believe that we are created equally as written in the new and old testament of the Bible.
